Manual runner import

Manual import is for organizations that do not allow RealHW to create runners with a GitLab personal access token.

Steps

1. Create a project runner in GitLab.
2. Copy the runner authentication token.
3. Import that token in the RealHW dashboard.
4. Configure the tags RealHW should expose for the project.

Tradeoffs

Manual import can still run jobs, but RealHW may not be able to update GitLab-side tags, pause the runner, delete the runner, or rotate the token.
